32-bit / 64-bit memory
System 7.x is undisputably 32 bit code. What it lacks is memory protection and preemptive multitasking. That is why it is sometimes branded a "non-32 bit OS" by people who think in segmented space. + PPC 601's and 604's are not truly 64 bit processors, but have a 64 bit path to memory and a 64 bit external bus.

64-bit chips, 32-bit compatibility?
I don't remember having said or suggested that running 32 bit apps under 32-bit-compatibility mode would degrade performance. We're talking here about the performance differences between 32-bit and 64-bit apps, not between running a 32-bit app in native 32-bit vs. 32-bit-compatibility mode.
